    President His Highness Sheikh Mohamed bin Zayed Al Nahyan today received Their Highnesses the members of the Supreme Council and Rulers of the Emirates, Their Highnesses the Crown Princes and Deputy Rulers, and sheikhs on the occasion of Eid Al-Fitr.

    Their Highnesses exchanged Eid Al-Fitr greetings and congratulations and prayed to God to bless and bring joy to the UAE and its people and to maintain the country’s stability and prosperity.

    President His Highness Sheikh Mohamed received at Al Mushrif Palace in Abu Dhabi His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai; H.H. Dr. Sheikh Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah; H.H. Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman; H.H.     Wednesday, the 10th of April 2024, will be the first day of Eid Al Fitr, the UAE’s Moon-sighting Committee announced in a statement issued after its meeting tonight.

    Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice and Chairman of the Committee, said that the committee, after exhausting the sharia methods of sighting the crescent and making the necessary contacts with neighbouring countries, could not sight the Shawwal month crescent on Monday evening, and therefore declares that Tuesday, 9th April, is the last day of Ramadan 1445 AH, and that Wednesday, 10th April, is the first day of Eid Al Fitr.

    The minister and members of the committee extended warm congratulations on the glorious occasion to President His Highness Sheikh Mohamed bin Zayed Al Nahyan; His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai; His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, Their Highnesses Supreme Council Members and Rulers of the Emirates, and the Crown Princes.

    They also congratulated the UAE people and Muslims across the world on the auspicious occasion.

    The UAE’s Moon-sighting Committee announced that Wednesday, the 10th of April 2024, will be the first day of Eid Al Fitr and that tomorrow, Tuesday, is the last day of Ramadan.

    The committee responsible for sighting the Shawwal moon crescent for the year 1445 Hijri in the country has announced that tomorrow, “Tuesday,” will be the completion of the blessed month of Ramadan, and the day after tomorrow, “Wednesday,” will be the first day of Shawwal and the first day of Eid al-Fitr.

    His Excellency Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice and Chairman of the Committee, said in a statement issued after the committee’s meeting this evening at the Judiciary Department in Abu Dhabi, that the committee, after investigation and consideration of all legitimate proof methods and after contacting neighboring countries, did not confirm the sighting of the Shawwal moon crescent for this year tonight. Therefore, tomorrow, “Tuesday,” corresponding to the ninth of April 2024, will be the completion of the blessed month of Ramadan 1445 Hijri, and the day after tomorrow, “Wednesday,” corresponding to April 10, 2024, will be the first day of Shawwal.

    On this occasion, His Excellency and the committee members extend their sincerest congratulations and greetings to His Highness Sheikh Mohammed bin Zayed Al Nahyan, the President of the State, “may God protect him,” and his brother His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President of the State, the Prime Minister, and the Ruler of Dubai, “may God protect him,” and His Highness Sheikh Mansour bin Zayed Al Nahyan, the Deputy Prime Minister and Minister of Presidential Affairs, and to their brothers, the Members of the Supreme Council of the Union, the Rulers of the Emirates, and to the Crown Princes, asking the Almighty to protect His Highness the President of the State and grant him good health and well-being to remain a source of pride for his country and the Arab and Islamic nations.

    He also congratulated the people of the United Arab Emirates and all Muslims on the occasion of Eid al-Fitr.

    UAE Council for Fatwa confirms permissibility of giving Zakat Al Fitr in cash – UAE

     The UAE Council for Fatwa has confirmed the permissibility of giving Zakat Al Fitr in cash, setting a recommended value of AED25 per person in 1445 AH.

    Zakat Al Fitr is a mandatory obligation for all financially capable Muslims, regardless of age or gender. The head of the household is responsible for fulfilling this obligation on behalf of their spouse, children, and dependents.

    In a statement ahead of Eid Al Fitr, the Council explained that Zakat Al Fitr is obligatory, according to the hadith by Ibn Omar, “Allah’s Messenger (PBUH) has made Sadaqat Al Fitr obligatory, (and it was), either one Sa’ of barley or one Sa’ of dates”.

    The UAE Council of Fatwa stated that Zakat Al Fitr amounts to 2.5 kilogrammes of rice per person, and may be made in kind (as rice) or in cash.

    Mohammed bin Rashid issues Decree on ‘Judicial Authority for Resolving Jurisdictional Conflicts between DIFC Courts and Judicial Authorities in Dubai’ – UAE

     In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE issued Decree No. (29) of 2024 on the ‘Judicial Authority for Resolving Jurisdictional Conflicts between DIFC Courts and Judicial Authorities in the Emirate of Dubai’.

    The provisions of the Decree are applicable to judicial bodies in Dubai, including the Court of Cassation, the Court of Appeal and the Court of First Instance, and any other court that will be established as part of the Judicial Authority in Dubai. The Decree also applies to DIFC Courts.

    As per the Decree, the name of the Judicial Tribunal for Dubai Courts and DIFC Courts will be changed to the ‘Judicial Authority for Resolving Jurisdictional Conflicts between DIFC Courts and Judicial Authorities in Dubai’, wherever it appears in any legislation applicable in the Emirate of Dubai.

    According to the Decree, the new Authority will be chaired by the President of the Court of Cassation at Dubai Courts, while the Deputy Chief Justice of DIFC Courts will serve as Deputy Chairman of the Authority. Members of the Authority also include the Secretary General of the Dubai Judicial Council, the President of the Court of Appeal at Dubai Courts, the President of the Court of First Instance at Dubai Courts, and two DIFC Courts judges selected by the Chief Justice of DIFC Courts. 

    The Chairman of the Authority is authorised to appoint an employee from any of Dubai’s judicial bodies to assume the role of the Secretary General of the Authority. 

    According to the Decree, the Authority is tasked with determining the competent court for disputes, specifying enforceable judgments in case of conflicts, and implementing tasks assigned by the Ruler of Dubai or the Chairman of the Dubai Judicial Council.

    According to the Decree, decisions issued by the Authority are final and not subject to appeal in any form.

    Furthermore, the legal rules set by the Judicial Authority in decisions under the purview of the Decree will be considered as judicial principles binding on all courts, including those of the DIFC Courts. Any subsequent ruling conflicting with these rules are subject to appeal through legally defined channels.

    The Chairman of the Dubai Judicial Council will issue the decisions necessary to implement this Decree which replaces Decree No. (19) of 2016 on the Judicial Tribunal for the Dubai Courts and DIFC Courts 

    This Decree annuls any other legislation that may contradict it. Decisions issued as part of Decree No. (19) of 2016 will remain in place as far as it doesn’t contradict with this Decree, until new ones replace them.

    Decree No. (29) of 2024 will be published in the Official Gazette, and is effective the day after its publication.

    Under the directives of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, in his capacity as Ruler of Abu Dhabi, His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, has approved the first disbursement of the first housing and benefits package in 2024 to citizens of Abu Dhabi. These benefits, which are valued at AED2.18 billion, have been distributed among 1,502 citizens across the emirate.

    The housing benefits package includes housing loans, ready-built houses and residential land grants, totalling more than AED2.082 billion in value and aiding 1,407 citizens. Additionally, senior citizens, retirees with low incomes, and the families of deceased citizens have been exempted from housing loan payments, amounting to more than AED98 million. This exemption has directly benefited 95 citizens in the emirate.

    Mohamed Ali Al Shorafa, Chairman of the Board of Directors of Abu Dhabi Housing Authority, said, “The distribution of this year’s first housing benefits package highlights our wise leadership’s continued dedication to meeting the needs of our citizens and addressing their housing demands. This initiative strives to improve the welfare of our citizens and their families, promote stability, and nurture familial and social cohesion within the emirate, all while advancing its comprehensive development.

    “We express our sincere gratitude and deep appreciation to President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, for their directives to disburse the housing benefits package. This further reiterates our unwavering commitment to enhancing the housing sector for citizens in the emirate, in line with the vision of our leadership and their aspirations to enhance the quality of life for the people of our nation.”

    Hamad Hareb Al Muhairi, Director General of Abu Dhabi Housing Authority, said, “The directives to distribute the new housing benefits package exemplify the priority of our leaders, showcasing their steadfast dedication to the wellbeing of Emirati citizens which is paramount focus on the national agenda.”

    He emphasised that the Abu Dhabi Housing Authority remains dedicated to continually improving its programmes and services to provide housing for all citizens in Abu Dhabi, while also advancing the housing sector in alignment with the directives and vision of the leadership.

    The distribution of this year’s first housing benefits package coincides with the upcoming Eid Al Fitr, reflecting the leadership’s dedication to ensuring the wellbeing of Emirati families. This initiative seeks to provide adequate housing that meets their needs, enhances their welfare, and supports their stability and overall quality of life, thereby nurturing the continuous holistic development of the Emirate of Abu Dhabi.

    With this package, the total value of housing benefits disbursed since the establishment of the Abu Dhabi Housing Authority reaches more than AED149 billion.

    Dubai Police Arrests 494 Individuals Involved in Phone Fraud Targeting Bank Customers – UAE

    As Dubai Police, represented by the General Department of Criminal Investigation, arrested 494 individuals involved in 406 phone fraud cases targeting bank customers under the guise of “updating banking information” over the past year. 

    The fraudsters utilised various deceptive methods, including phone calls, emails, SMS, and social media links, to trick victims and access their savings and bank accounts. Dubai Police seized significant amounts of money, mobile phones, laptops, and SIM cards used to execute these scams.

    The Dubai Police reiterated that fraud is a criminal offence, punishable under the Federal Law by Decree No. (31) of 2021 Promulgating the Crimes and Penalties Law and the Federal Decree-Law No. 34 of 2021 On Countering Rumours and Cybercrimes, ensuring strict offender penalties.

    Advisory on Protecting Personal Banking Information

    Brigadier Harib Al Shamsi, Acting Director of the General Department for Criminal Investigation at Dubai Police, urges the community to guard against revealing banking details or credit card information to anyone purporting to be from a financial institution. He highlighted the scammers’ tactics of falsely claiming that the victims’ accounts or cards were blocked or frozen to defraud them, emphasising the critical importance of ignoring such fraudulent communications.

    He further clarified that banks never solicit banking information updates via telephone. “Customers are advised to update their details directly through the banks’ branches, official customer service representatives, or authenticated banking applications.”  

    He further urged victims of such scams to promptly report incidents to the authorities through Dubai Police’s various platforms, including the Police Eye feature on the Dubai Police App, the eCrime platform, the Smart Police Station (SPS), or by calling the 901 contact centre. 

    Efficient Response to Fraud Alerts

    Colonel Dr Khalid Aref Al Sheikh, Director of the Anti-Economic Crimes  Department, highlighted the department’s efficiency in addressing numerous fraud alerts related to phone scams targeting bank accounts last year. 

    He confirmed, “The dedicated efforts of our officers and specialists have led to the apprehension of perpetrators, demonstrating Dubai Police’s commitment to legal action against such crimes.” 

     Al Sheikh assures that the Dubai Police remains vigilant and prepared to respond to any fraud reports, underscoring the substantial investment in developing a skilled national workforce capable of providing round-the-clock support to the community, with the overarching goal of ensuring public safety and security.

    The National Center of Meteorology forecasts the weather during the blessed Eid al-Fitr holiday period from Monday, April 8th to Friday, April 12th, 2024, to be warm during the day and moderate to cool at night and in the early morning generally. It will be partly cloudy to occasionally cloudy as amounts of medium and high clouds increase over some areas of the country, with a chance of light rain at scattered intervals, especially on Tuesday, and a possibility of light to moderate rain on Friday. The weather will be humid on the coasts during the night and morning of Monday.

    Winds will be mainly northeast to southeast, occasionally shifting to light to moderate northwest, occasionally becoming active.

    The sea will be generally calm with occasional moderate waves in the Arabian Gulf and light waves in the Oman Sea.

    Dubai’s Roads and Transport Authority (RTA) is all set to unleash a series of Eid al-Fitr initiatives in partnership with the Emirates Red Crescent, Rashid Center for People of Determination, Al Etihad Charity Foundation, Keolis MHI — Dubai Metro and Tram Operator – and Roxy Cinema.

    These initiatives celebrate Eid in style by bringing happiness and joy to orphans, people of determination, and students. The Eid celebration initiatives aim to provide Eid clothing, organise recreational outings, and distribute Eidiya (Gifting Cash to Children).

    This year, RTA’s Eid initiatives focus on strengthening community cohesion and diffusing the culture of solidarity with orphans and people of determination. The objective is to share the festive joy of Eid through the distribution of traditional Eid attire, involving gifting Kandora (Men’s Gowns) and Makhaweer (Women’s Gowns) that depict the Emirati identity and authenticity of the national costume.

    This initiative is rolled out in partnership with the Emirates Red Crescent, Al Etihad Charity Foundation and Dar Al Hay Gents Tailoring, where Emirati traditional Kandoras will be distributed to males. In a gesture that underscores the values of generosity and kindness, a distinctive initiative has been designated for girls associated with the Rashid Center for People of Determination. It involves giving out Makhaweer, contributed by Salama Tailoring, aiming to spread happiness through heartfelt Eid greetings.

    Eid gifts also include the distribution of Eidiya to students from charitable schools to enable them to meet their personal needs and engage in Eid celebrations.

    As part of Eid initiatives, Keolis MHI is organising a special cinema outing for orphaned children to entertain and offer them a memorable experience during these festive days.

    It’s noteworthy that RTA engages in community and humanitarian initiatives annually, spanning from Ramadan until the celebrated days of Eid al-Fitr. These efforts highlight RTA’s commitment to nurturing tolerance, collaboration, and corporate image, besides encouraging collective efforts among individuals.

    Through these initiatives held in collaboration with public and private entities, RTA aims to step up cooperation and forge stronger partnerships in community-driven initiatives. It also seeks to activate cooperation agreements related to community affairs for the benefit of various social groups, both domestically and internationally.
